Human rights are different from other kinds of rights. They have five distinguishing characteristics. They are inherent, universal, inalienable, indivisible and inter-dependent. They are recognised, not created. International negotiation is required to seek agreement on the definitions of these rights and their substance and content. This is international cooperation.
